South Korea designated named Cambodian areas as Level 4 travel-ban zones in October 2025. It repatriated sixty-four nationals from Cambodia on 18 October amid investigations into alleged online fraud. Police also examined claims of abduction, confinement and coercion. As of 21 October, the returnees had different procedural outcomes, including arrest under warrant, release and pending warrant hearings.
The domestic term is Telecommunications financial fraud (전기통신금융사기). That matters here because the offshore operations and the domestic fraud are connected: the term entry states whether it is a statutory definition or an agency classification, and the record below separates reported participation from arrest, prosecution and possible coercion.

All 64 returnees were brought back in police custody as suspects; the page now adds their later outcomes (49 formally detained under warrants, 5 released and 10 awaiting hearings by 21 October 2025) and the police inquiry into possible coercion, and attributes the intelligence service’s offenders-not-victims characterization to the agency. One hundred and seven Korean scam-crime suspects had been repatriated from Cambodia since October, with reports of detention and disappearance down by more than eighty per cent within a month.

The Level 4 bans and the Sihanoukville Level 3 were maintained, while the Phnom Penh special advisory was lifted and several provinces were lowered. The ministry cited Cambodian enforcement together with the activation of a joint Korea–Cambodia task force for Korean nationals, and a fall in reports.

National Intelligence Service
Lawmakers describing a closed intelligence briefing said the National Intelligence Service estimated about fifty scam compounds in Cambodia and 1,000 to 2,000 South Koreans believed to be involved, and characterized them as offenders rather than victims. That is the agency’s characterization of a population estimate, not a case-by-case finding of voluntariness or criminal guilt.
The NIS briefing was closed; the figures and description reach the public through lawmakers and news reports. Suspected involvement does not establish prosecution, conviction or the absence of trafficking or coercion.

Government joint response team
Sixty-four South Koreans returned from Cambodia on a charter flight on 18 October 2025, all brought back in police custody as suspects; fifty-nine had been detained in Cambodian raids and five had been rescued after reporting confinement. By 21 October, forty-nine had been formally detained under warrants, five had been released and ten awaited warrant hearings. Police were examining whether involvement in the alleged scams was voluntary or coerced.

Ministry of Foreign Affairs
Effective 16 October, Level 4 — travel ban — placed on the Bokor Mountain area of Kampot Province, Bavet City and Poipet City. Sihanuokville Province placed at Level 3, advice to leave. Eight further provinces including Phnom Penh placed under a special travel advisory. The stated cause is a sharp rise in employment fraud and confinement. Entering a Level 4 zone is punishable under the Passport Act.

A press clarification responding to reporting on a Korean man found dead at a Cambodian crime compound. The ministry stated it had never confirmed a Korean was among the deceased named in the article, said the account differed from fact according to Cambodian authorities, declined further detail citing the live investigation and the family’s privacy, and asked for restraint in reporting.
The circumstances of the death are not established in any official document reachable here. The ministry publicly disputed the originating press account, so the widely repeated manner-of-death detail is not repeated.
