Korea moved faster and harder than either neighbour, and it is the only one of the three to have placed named Cambodian zones under an outright travel ban. It is also the clearest case of the co-national pattern: every Korean repatriated from Cambodia in this period was handled as a suspect, not a victim.
The domestic statutory term is Telecommunications financial fraud (전기통신금융사기). That matters here because the offshore operations and the domestic fraud are not two subjects. Nationals of this country are being defrauded, under this statute, by operations staffed in part by nationals of this country — a pattern all three governments in this section document in their own words.

One hundred and seven Korean scam-crime suspects had been repatriated from Cambodia since October, with reports of detention and disappearance down by more than eighty per cent within a month.

National Intelligence Service
In a closed briefing to the National Assembly intelligence committee, the service put the number of scam compounds in Cambodia at around fifty and the number of Koreans involved at up to around two thousand — characterising them explicitly as perpetrators rather than victims.

Sixty-four Koreans detained in Cambodia were flown home on a charter flight, and all sixty-four were arrested on arrival and distributed among regional police agencies.

Ministry of Foreign Affairs
Effective 16 October, Level 4 — travel ban — placed on the Bokor Mountain area of Kampot Province, Bavet City and Poipet City. Sihanuokville Province placed at Level 3, advice to leave. Eight further provinces including Phnom Penh placed under a special travel advisory. The stated cause is a sharp rise in employment fraud and confinement. Entering a Level 4 zone is punishable under the Passport Act.

A press clarification responding to reporting on a Korean man found dead at a Cambodian crime compound. The ministry stated it had never confirmed a Korean was among the deceased named in the article, said the account differed from fact according to Cambodian authorities, declined further detail citing the live investigation and the family’s privacy, and asked for restraint in reporting.
The circumstances of the death are not established in any official document reachable here. The ministry publicly disputed the originating press account, so the widely repeated manner-of-death detail is not repeated.
