What English gets wrong
English coverage has no word for this tier at all, so it collapses the trafficked worker, the coerced operator and the organiser into scammer. The Chinese vocabulary distinguishes them, and so does the criminal liability.
What to write instead
frontline operator, giving 狗推. Note that the same person may have arrived as 猪仔 — the categories are sequential, not exclusive.
