What the fraud operations in Southeast Asia are called in Chinese. The word is the standard bureaucratic term for a development zone, and it began as the operators own branding: a joint 2024 opinion of the Supreme People’s Court, the Supreme People’s Procuratorate and the Ministry of Public Security describes syndicates operating abroad under the pretext of industrial parks and development zones while in fact running fraud.

Park or zone — the ordinary word for an industrial park or development zone.
What English gets wrong
English calls these scam compounds, which centres confinement. 园区 centres the opposite: legitimate-looking development. The horror in the Chinese is in the euphemism, and translation removes it. Korean 범죄단지 and Japanese 詐欺団地 make the same move independently — 단지 and 団地 both mean a housing estate or industrial complex.
What to write instead
scam compound is established in English and is not wrong, but where the discourse itself is the subject, give 园区 and say what it literally means.
